Mr. Hamilton was the Assistant Deputy Director of the Bureau of Operations at the Illinois Department of Commerce and Community Affairs (DCCA). The Department had an annual budget in excess of $900 million, administered over 70 programs and had staff of over 700. The Department also operated over 11 overseas offices. The Operations Bureau employed 250 and was responsible for Accounting, Budget, Management Information Services, Support Services and Financial Review. Mr. Hamilton served in a variety of other policy and management positions which included Manager of the Financial Review Division (FRED), which performed the credit underwriting and financial analysis of the Departments' $84 million loan and investment portfolio. With staff in Chicago and Springfield, this division analyzed over 350 applications annually for the Department's loan and grant programs. Other positions held at DCCA were the Springfield Office Chief for FRED and an Economic Development Representative at DCCA.

Mr. Hamilton has served on a number of public and private financing authorities as follows: Secretary and Director of the Illinois Small Business Growth Corporation which is chartered as a U.S. Small Business Administration Certified Development Corporation for the S.B.A. 504 loan program, Director of the First Illinois Development Credit Corporation, a state-wide for-profit development credit corporation, Director of the Southwestern Illinois Development Authority (SWIDA) a regional economic development authority created by the Illinois legislature to promote development in the St. Louis/Metro-East area in the counties of Madison and St. Clair, Director of the Upper Illinois River Valley Development Authority, a regional economic development authority created by the Illinois legislature to promote development in the north central Illinois region. Mr. Hamilton has served on the editorial board for the Illinois Economic Report monthly magazine, the Illinois Impact Magazine. He has authored numerous articles and commentaries in various magazines and local newspapers on economic development topics.

Prior to employment in the public sector, Mr. Hamilton was the Branch Manager of a First Union Mortgage Corporation in Champaign and a Commercial Loan Officer at a Bank in his hometown of Rantoul, Illinois. Mr. Hamilton also served a term as Village Trustee on the Rantoul Village Board. Mr. Hamilton's government experience includes serving the Illinois House of Representatives as a Legislative Intern on the staff of then House Leader George H. Ryan and a Congressional Fellowship on the staff of then Congressman Edward R. Madigan.

Mr. Hamilton is a graduate of the Senior Executive Program at the University of Illinois and also has a Bachelor's Degree with a double major in Economics and Political Science at the University. Mr. Hamilton was an instructor in the Commercial Lending School with the Illinois Bankers Association and the Community Bankers Association of Illinois. He is certified from the National Development Council in Economic Development Financing, Real Estate Financing, Business Credit Analysis and Advanced Deal Structuring.
