Heritage Place Project

HDC Inc. is a corporation owned by Joseph W. Franco and Jeffrey M. Wadley. The project entailed the construction of a seven story office building in downtown Moline, IL. QCREDA issued $11 million in Series 1991 Taxable Capital Improvement Revenue Bonds. The equity contribution was $1.2 million. The City of Moline provide TIF benefits and constructed a parking lot adjacent to the project which is leased to HDC, Inc. The bond was issued in July 1991. Construction was completed in February 1992. The first tenant is Heritage National Health Plan, Inc. a subsidiary of Deere & Co. which moved in in March 1992.
